Years of advocacy by ESILA and consumer advocates culminate in new consumer protections
CHICAGO, IL – Economic Security Illinois Action today celebrated Governor JB Pritzker signing HB 228 into law, joining the governor at a signing ceremony for a bill that will ban hidden junk fees in Illinois. The new law is the culmination of multiple years of campaigning by Economic Security Illinois Action alongside legislative champions, consumer advocates, and coalition partners to bring greater transparency, fairness, and affordability to Illinois working families.
“Illinois is saying goodbye to junk fees once and for all, addressing abuses in the ticketing marketplace, and fighting for greater oversight and consumer protections,” said Governor JB Pritzker. “I’m proud to sign a slate of bills that cuts costs for working families while advancing transparency, fairness, and accountability on behalf of Illinoisans.”
Hidden junk fees are mandatory charges often added at the end of a transaction that provide little or no value to consumers. Commonly labeled as “convenience” or “processing” fees, they can significantly increase the cost of everyday purchases while preventing consumers from accurately comparing prices.
“Today is a major victory for Illinois families who deserve transparency when they spend their hard-earned money,” said Erion Malasi, Policy and Research Director at Economic Security Illinois Action. “For years, we worked to expose how hidden junk fees drive up costs and undermine trust in the marketplace. Thanks to Governor Pritzker’s signature, Illinois consumers will now know that the price they see is the price they pay.”
The legislation also protects small businesses. Junk fees privilege large corporations that use junk fees to appear less expensive by comparison. By requiring fair and transparent pricing from the start, Illinoisans will now be able to appropriately weigh their options without deceptive pricing and choose products that are priced right for them.
“In an affordability crisis, every dollar matters,” said Leader Omar Aquino. “For too long, corporations have used hidden fees to make products and services appear cheaper than they really are, leaving families with unexpected costs at checkout. This law checks corporate greed, promotes transparency, and ensures Illinoisans can make informed decisions about how they spend their money.”
“Consumers should never have to play a guessing game when making a purchase,” said Representative Bob Morgan. “This new law brings honesty and accountability to our economy by ensuring prices are disclosed upfront. I’m proud to have partnered with Leader Aquino, Economic Security Illinois Action, and advocates across the state to deliver this important win for Illinois families.”
