Overview

The Economic Security Cabinet (”Cabinet”) has been charged with developing an Economic Security Agenda to support New York State’s working families and grow the State’s middle class. The Cabinet has four main objectives:

    1) Reduce New York State’s high cost of Living;
    2) Expand educational opportunity in New York State’s increasingly knowledge-based economy;
    3) Strengthen New York State’s social safety net and share economic risk; and
    4) Bring good jobs to New York State.

Cabinet members agreed to two immediate priorities to focus the work of the Cabinet:

    1) Coordinating work support benefits; and
    2) Strengthening NYS’ workforce development system.

Cabinet members formed two workgroups and six action teams to address these priorities:

1) The Work Support Benefits Coordination Workgroup includes the following action teams:

    a) Income and Resource Requirements
    b) Outreach and Marketing
    c) Technology Opportunities

2) The Workforce Development System Enhancement Workgroup includes the following action teams:

    a) Alignment of Labor Market Trends and Workforce Development Investments
    b) Low-wage Worker initiatives
    c) Cross-Agency Issues

These action teams developed a set of recommendations for addressing these priorities. These recommendations follow.

Supporting the work of all these teams will be the development of a comprehensive federal agenda that will address the necessary statutory and regulatory changes that will be needed to implement the recommendations of the Economic Security Cabinet.
