Alignment of Labor Market Trends and Workforce Development Investments Action Team

Charge: Align workforce development system enhancements and economic development investments to maximize employment and training efforts.

3 months
Align DOL, Empire State Development Corporation(ESDC), and State Education Department (SED) geographic workforce structures:
Develop agreement on consolidated regional structure. DONE. (See Appendix F for a map of NYS workforce regions.)

6-9 months
Align DOL, Empire State Development Corporation (ESDC), and State Education Department (SED) geographic workforce structures:
Through the new regional structure, encourage and support the development of regional workforce partnerships that identify growing industries and their employment needs.

12 months+
Align DOL, Empire State Development Corporation(ESDC), and State Education Department (SED) geographic workforce structures:
Re-structure workforce development investments that support the identified industries’ employment needs.


6-9 months
Identify/address gaps between economic and educational development strategies, and labor market plans:
Share economic development and educations development strategies and labor market plans; analyze strategies and plans for gaps and areas for alignment, especially with regard to funding; develop recommendations for next-step priorities and ongoing information-sharing; establish baseline metrics for analyzing the effectiveness of recommendations.

12 months+
Identify/address gaps between economic and educational development strategies, and labor market plans:
Implement recommendations for the identified priorities and ongoing information-sharing needs; evaluate the effectiveness of the newly-aligned programs and activities through the regional workforce partnerships.


6-9 months
Coordinate state labor market research resources:
Analyze agencies’ labor market resources and structures, and make recommendations for coordinating them.

12 months+
Implement processes for data acquisition and dissemination to workforce and education partners:
Implement and monitor process for evaluating and disseminating data regarding labor market forecasts and workforce trends.


6-9 months
Develop/implement career ladder maps linked to education ladders to enhance the economic self-sufficiency of individuals and families, and secure workforce pipeline for businesses:
Identify and share existing career and education ladders; develop career and education ladders for targeted growth industries.

12 months+
Develop/implement career ladder maps linked to education ladders to enhance the economic self-sufficiency of individuals and families, and secure workforce pipeline for businesses:
Leverage funding to support various points of entry into workforce (credit and non-credit bearing) and train workforce professionals to use career and education ladders effectively.
