Cross-Agency Issues Action Team
Charge: Improve coordination of policy and funding decisions among state workforce partners and explore ways to strengthen the role of the Sate Workforce Investment Board (SWIB) to provide a platform for better coordination measures.
Recommendations:
3 months
Explore how the SWIB can be strengthened to ensure the entire workforce system best supports workers’ needs for career and economic advancemans:
Examine WIBs and WIB committees in other states to identify useful functions, strategies, and organizational changes that NYS’ SWIB could replicate to bolster the achievement of its goals.
6-9 months
Explore how the SWIB can be strengthened to ensure the entire workforce system best supports workers’ needs for career and economic advancemans:
Develop a set of recommendations for improved interagency coordination; amend SWIB structure to permit additional public sector representation; issue an Executive Order to emphasize the key role of the SWIB in establishing State workforce policy.
12 months+
Explore how the SWIB can be strengthened to ensure the entire workforce system best supports workers’ needs for career and economic advancemans:
Implement recommendations, including any regulatory and/or organizational changes.
3 months
Align policies and resources across the workforce development, economic development and education systems to create customized, regional solutions to address the skill, recruitment and retention needs of key industries and the training, employment and career advancement of workers:
Apply to NGA Center for Best Practices to become part of the Policy Academy on State Sector Strategies to receive technical assistance from national experts in the design and implementation of effective sector policies and practices.
6-9 months
Align policies and resources across the workforce development, economic development and education systems to create customized, regional solutions to address the skill, recruitment and retention needs of key industries and the training, employment and career advancement of workers:
With or without NGA assistance: convene sector strategy teams comprised of intergovernmental staff and regional industry representatives; focus the sector strategy on Greene and Renewable Resources, Health Care, and Advanced Manufacturing.
12 months+
Align policies and resources across the workforce development, economic development and education systems to create customized, regional solutions to address the skill, recruitment and retention needs of key industries and the training, employment and career advancement of workers:
Finalize a strategic action plan that will identify the 3 industries by labor market regions, the related skill sets required, and the additional education and training needed; solidify cross-agency coordination to align existing initiatives within the sector framework.
3 months
Establish a State Workforce Request for Proposals (RFP) Review Committee to serve as a clearinghouse of design and funding strategies, collaborate on development of workforce funding initiatives, and establish interagency processes to select funding recipients that best meet the State’s goals:
Identify state-level interagency partnerships; and, identify state-level funding streams for education, training, and employment programs to identify coordination opportunities.
6-9 months
Establish a State Workforce Request for Proposals (RFP) Review Committee to serve as a clearinghouse of design and funding strategies, collaborate on development of workforce funding initiatives, and establish interagency processes to select funding recipients that best meet the State’s goals:
Identify upcoming RFPs/program contract renewals through which funding streams could be combined/leveraged, and RFPs that could be made joint issuances; reach agreement on state agencies requiring committee representation; develop committee procedures, including timeframes, resolution of issues, confidentiality, etc; and develop a proposal review process.
12 months+

Explore the creation of a website to serve as a clearinghouse for workforce-related program information.
3 months
Develop a definition of a model One-Stop Center:
Research various models for one-stop centers and catalog qualities common to successful one-stop centers; identify gaps in services to priority groups; and, explore cross-system funding to support disability program navigators at one-stop centers.
6-9 months
Develop a definition of a model One-Stop Center:
After approval by the Economic Security Cabinet, present findings to SWIB for review and consideration.
